Brazil

ANATEL Brazil (National Telecommunications Agency of Brazil) is the regulatory agency that governs the approval of radio and telecommunications products in Brazil. Telecom products and accessories are required to have ANATEL certification and approval before they can be sold and used in Brazil. An accredited laboratory located in Brazil performs the tests and ANATEL certification requires a local representative.


Products are divided into 3 categories according to Anatel requirements. Each category has different requirements that must be met in order to be certified.


Class I includes terminals intended for use by end users such as:


Satellite phone

VOIP phone

The cell phone battery

Mobile phone etc.


Class II includes products that are not in Class I but still use the radio spectrum for signal transmission, such as:


Television and broadcast antennas, receivers and transmitters

Wi-fi devices

Radio frequency automation equipment


Products that are not in Class I or Class II are classified as class III. For example:


Fiber optic cable

Cable connector

Mobile network signal transmitter


ANATEL labels must be affixed to approved products.

The rules and regulations

Most telecommunications line end equipment and RF equipment require testing and approval.

* Approval can take two forms - Homologacion (approval based on current Argentinian standards) or Codificacion (approval accepted but without existing current standards).

* Testing of equipment must be carried out by an accredited domestic testing laboratory. Although they do not accept foreign test reports, they may speed up the approval process.

* Approved telecommunications equipment has been registered with the Registry of Telecommunications Activities and Materials (RAMATEL). After the approval process is completed, the information of the importer and its certified/coded products will be automatically transferred to the RAMATEL registry controlled by ENACOM.

The approved products must be labelled accordingly.
