The National Environment Agency (NEA) actively promotes energy efficiency in industry, homes and the public sector through legislation, incentives and public education.

Mandatory energy labels (MELS) and Minimum Energy efficiency standards (MEPS) have helped improve the energy efficiency of a range of household appliances.

Any importer and manufacturer intending to offer any "regulated commodity" in Singapore must apply to NEA to become a "registered supplier".

Registered suppliers who import or manufacture the following controlled items must register such goods with NEA before they can supply them in Singapore:

Japan

The Ministry of Economy, Trade and Industry (METI) is responsible for designing energy-saving policies for the economy. Within METI, the Bureau of Natural Resources and Energy (ANRE) is responsible for ensuring a stable energy supply, promoting efficient energy use and regulating the electricity and other energy industries.

Japan's Energy Conservation Act (" Law on Rational Use of Energy ") establishes a requirement for manufacturers of machinery, equipment and other items, known as the "Pacesetter Program" (the Program). This is Japan's main plan to improve the efficiency of energy-hungry products, and it encourages competition among companies by setting efficiency targets for the next three to 10 years. The scheme is mandatory for firms (manufacturers and importers of specific products) to achieve efficiency targets by the target year. Manufacturers are required to achieve such targets (by weighted averaging) for all products in each category within each predetermined target year.

Originally covering 11 projects in 1998, the scheme has now expanded to 31. In the future, the "frontrunner" criteria will be reviewed to further expand the number of products. The current target products are: Passenger cars, trucks, air conditioning, refrigerator, freezer, electric rice cooker, microwave oven, lighting, electric toilet, TV, VCR, DVD player, computer, disk drive, copier, space heaters, gas cooking utensils, water heater burning gas, oil, water heater, vending machines, transformers, router, switch unit, ac motor, LED lights, Sash (window), multi-pane glass, multi-function equipment, printer, electric water heater (heat pump) and insulation.
