Canada (ISED) - RSS-132 Issue 4

On January 31, 2023, the Department of Innovation, Science, and Economic Development (ISED) in Canada has updated the Radio Standards Specifications RSS-132, Issue 4 for Cellular Systems Operating in the Bands 824-849 MHz and 869-894 MHz. This will replace the standard RSS-132, Issue 3. New requirements have been outlined for all cellular equipment that operates in these frequency bands. This will include base stations, mobile equipment, and portable equipment operating in the bands of 824-849 MHz and 869-894 MHz.


The main changes have bene the removal of the section on receiver spurious emissions. Additional definitions have been established for mobile and portable equipment. The transmitter radiated power for mobile equipment has changed the effective isotropic radiated power (e.i.r.p.) to equivalent radiated power (e.r.p.). Section 4 on external control, mobile equipment identifier (MEID) and international mobile equipment identity (IMEI) has been removed. Frequency stability requirement has been modified. More requirements for portable equipment has been added. The whole standard has been modernized to reflect the current Radio Standards Specification structure alone with some editorial changes and clarifications, as needed.


Applications will be given a grace period of six months from the publication of the new standard to transition. During the transitioning period, applications for certifications under either RSS-132, issue 3 or issue 4, will still be accepted. On July 31, 2023, only RSS-132 Issue 4 will be accepted. All equipment manufactured, imported, distributed, leased, offered for sale, or sold in Canada shall comply with this current standard issue.
